Pass S. 2941
The layoffs in the tech sector have not let up, with more than 185,000 jobs cut so far this year and hundreds more in just the past week — yet the H-1B cap fills without fail every single year. I am asking you to support and pass S. 2941, the Visa Cap Enforcement Act.
The cap fills because current law lets hundreds of thousands of additional foreign workers slip past the 65,000 limit. S. 2941 would close those loopholes: it would end the exemption for universities and nonprofit research institutions, count students and workers who change status or employers against the cap, and require recounting after three years. Together those changes would turn the headline number into the real cap Americans were promised.
Employers are not short of workers — they are short of workers willing to accept lower pay, which is what these programs deliver. Regulation cannot lock that in; legislation can. Please support and pass S. 2941 and make the H-1B cap mean what it says for the American people.
